Book NowThe UAE's e-invoicing mandate requires every business to appoint an Accredited Service Provider in order to remain compliant with the Federal Tax Authority. This requirement has drawn dozens of providers into the UAE market over the past year. Independent Peppol network data provides a clear, verifiable picture of which providers businesses have actually chosen. The rankings here are as of September 2026 and may change as more businesses join the network.
The UAE's e-invoicing mandate comes from Ministerial Decision No. 243 of 2025 and Ministerial Decision No. 244 of 2025, both issued by the Ministry of Finance on 29 September 2025. Together, these decisions set up a decentralized 5-corner Peppol model that changes how invoices move between businesses and the tax authority.
Under this model, a business cannot send invoice data straight to the Federal Tax Authority. Instead, it has to go through an Accredited Service Provider, which checks the invoice, converts it into the required PINT-AE format, and reports the tax data to the tax authority on the business's behalf.
The rollout is phased by business revenue rather than applying to every business at once. The Ministry of Finance later extended the appointment deadline for larger businesses from 31 July 2026 to 30 October 2026, and the table below sets out that update:
| Business Category | Accredited Service Provider Appointment Deadline | Mandatory Go-Live Date |
| Revenue above AED 50 million | 30 October 2026 | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
Top UAE e-invoicing Accredited Service Providers by participant count
Flick Network ranks first among Peppol service providers in the UAE by number of onboarded businesses. The figures below come from Peppol ID Lookup, which compiles its statistics from live registrations on the Peppol network and attributes each participant to the Accredited Service Provider that registered it.
As of September 2026, the tracker records 5,234 classified UAE participants across 62 Accredited Service Providers. Because the count is drawn from the network registry rather than provider claims, it is independently verifiable. Flick Network holds the number one position with 1,278 onboarded businesses, a 24.4% share, ahead of more than 60 other providers:
| Rank | Accredited Service Provider | Participants | Market Share |
| 1 | Flick Network | 1,238 | 26.2% |
| 2 | ClearTax | 774 | 16.4% |
| 3 | Cygnet One | 429 | 9.1% |
| 4 | Taxilla | 363 | 7.7% |
| 5 | Tally Solutions | 346 | 7.3% |
A leaderboard position rarely tells the full story about a provider's actual reliability. A high participant count means the provider has already handled a large number of TIN-based Participant Identifier registrations and tested its invoice exchange process under real conditions, not just in a trial. That track record gives businesses a practical sense of what to expect once they sign on. A few other points are worth weighing alongside the market share numbers:
Choosing an Accredited Service Provider takes more than comparing rankings. A few practical points are worth reviewing before appointing one:
Businesses that choose Flick Network as their Accredited Service Provider can expect the following:
Flick Network is the number one Accredited Service Provider in the UAE as of September 2026, with 1,238 onboarded participants and a 26.2 percent share, well ahead of every other provider on the network. More than 60 Accredited Service Providers now operate in the UAE, but a small number of them handle most of the onboarded businesses. Market share data gives businesses a useful starting point for comparing providers. Businesses that have not yet appointed a provider should start soon, well ahead of their deadline, and Flick Network's onboarding record makes it a strong option.
