Book NowStarting July 2026, e-invoicing becomes required for VAT-registered businesses in the UAE. That includes e-commerce businesses. But the rules don’t apply to everyone in the same way.
It depends on who your customers are. If you sell to businesses (B2B) or government buyers (B2G), then yes, you’ll need to use the e-invoicing system. If you sell only to individual end customers (B2C), you don’t need to use e-invoicing for B2C transactions at this stage.
Starting July 2026, e-invoicing becomes mandatory in the UAE for B2B and B2G transactions. VAT-registered businesses must generate and send e-invoices in structured XML format using the PINT AE standard.
Invoices must go through the Peppol Network via an accredited service provider (ASP) and reach the Federal Tax Authority (FTA) in real time. Once approved by the FTA, it can be shared with the buyer.
If your accounting software is integrated with an approved ASP, this entire process runs in the background without manual uploads or emails.
The earlier deadline was July 2025. That’s been moved to July 2026 due to system issues. The revised plan was presented during the 2024 Dubai E-Invoicing Exchange Summit.
Here’s how the rollout is expected:
Quarter 4, 2024 – The accreditation process for UAE Peppol service providers begins.
Quarter 2, 2025 – Legislative updates related to e-invoicing will be introduced.
Quarter 2, 2026 – Phase 1 of e-invoicing reporting goes live.
If your business is registered for VAT and you sell to another VAT-registered business or a government buyer, you must use the e-invoicing system.
If you only sell to individual customers, e-invoicing isn’t required at this stage. But as soon as you sell to a business (B2B) or a government entity (B2G), you must use the e-invoicing system.
Businesses that sell only to individual consumers do not need to issue e-invoices. The current rules apply to transactions between registered businesses or government entities and do not cover B2C sales.
If your business purchases goods or services from another VAT-registered business, you must be able to receive e-invoices. Your systems should be ready to accept invoices through the official network even if you are not issuing them yourself.
This requirement is part of the wider mandate for e-invoicing in B2B and B2G transactions. In these cases VAT-registered businesses must send invoices through the Peppol Network using an accredited service provider. All invoices must reach the Federal Tax Authority (FTA) in real time.

Q1: Is UAE E-Invoicing applicable if I only sell to individual buyers?
No. It is only required if you sell to businesses or government buyers.

Does not change anything. If you are VAT-registered and selling to a business or government entity, UAE E-Invoicing applies.
Q3: Can I email a PDF under UAE E-Invoicing?
No. Invoices must be submitted in XML format through an accredited service provider or ASP for FTA clearance.
Q4: Does UAE E-Invoicing apply if I do not have a website?
Still applies. The platform or tool you use does not matter. What matters is who you sell to.
Q5: What happens if I ignore UAE E-Invoicing rules?
You could get fined. Repeating the same mistake may lead to audits.
Q6: I am a small seller. Do UAE E-Invoicing rules apply to me?
