Book NowStarting 1 January 2027, e-invoicing becomes mandatory for businesses in the UAE, including e-commerce businesses. From July 2026, a voluntary pilot phase is also available. But the rules don’t apply to everyone in the same way.
It depends on who your customers are. If you sell to businesses (B2B) or government buyers (B2G), then yes, you’ll need to use the e-invoicing system. If you sell only to individual end customers (B2C), you don’t need to use e-invoicing for B2C transactions at this stage.
Starting with the phased implementation from July 2026, e-invoicing will be mandatory in the UAE for all B2B and B2G transactions. Businesses will need to generate and send e-invoices in a structured electronic format that allows automatic electronic processing. Each invoice must go through an Accredited Service Provider approved by the FTA and reach the Federal Tax Authority on the same system. E-invoices and credit notes must be issued and transmitted within 14 days of the transaction and once reported to the FTA, they will be available for the buyer. If the accounting software of a business is integrated with an approved provider, the entire process will run in the background without any manual uploads or emails.
The Ministry of Finance has confirmed a phased rollout:
If your business sells to another business or a government buyer, the e-invoicing system must be used, whether your business is VAT-registered or not.
If you only sell to individual customers, e-invoicing isn’t required at this stage. But as soon as you sell to a business (B2B) or a government entity (B2G), you must use the FTA-approved e-invoicing system.
Businesses that sell only to individual consumers do not need to issue e-invoices. The current rules apply to transactions between businesses or government entities and do not cover B2C sales. If your business is involved in B2B or B2G transactions, you must be able to receive e-invoices. Your systems should be ready to accept invoices through the official network even if you are not issuing them yourself. This requirement is part of the wider mandate for e-invoicing in B2B and B2G transactions. In these cases, businesses must send invoices through an accredited service provider. All invoices must reach the Federal Tax Authority (FTA).

Q1: Is UAE E-Invoicing applicable if I only sell to individual buyers?

Still applies. The platform or tool you use does not matter. What matters is who you sell to.

Q6: I am a small seller. Do UAE E-Invoicing rules apply to me?
Yes. If you sell to another business or a government entity, either B2B or B2G, you must follow the e-invoicing system. For small and medium businesses (revenue less than AED 50M), the deadline to appoint an accredited provider is 31 March 2027 and mandatory implementation starts from 1 July 2027.
